There has historically been a heated discussion about whether or not pirates should be a present factor in Naval Action, since the golden age of piracy ended well before when the game takes place. This picture (right) was displayed in the forums by the administrator as an example of some nations that will be present in Naval Action, there is a very clear "Jolly Roger" flag present, strongly suggesting that piracy and/or a pirate faction will be present in Naval Action.
